It might be worth getting it checked at a garage. Could be any one of those. Difficult to tell. I would check lambda sensor and water temperature sensor first.
Do you know what the CO and CO2 readings are? And Lambda value.
Dirty air filter?

in general it could be:

Many possibilities:
- lamda probe to be tested or replaced (more likely)
- cat to be washed or replaced
- engine block water temperature sensor not working
(the fuel/air ratio is set as the motor is always cool)
- pressure regulator on the fuel rail not well working
(to be tested the fuel pressure on the injection rail)
- car is been chipped to enrich fuel/air ratio
- bad air pressure sensor (BOSH MP 3.1 injection)
or air flux meter (BOSH LE3 Jetronic) in the intake
http://www.alfa-pages.co.uk/injectin.php
(the air flux meter can be adjusted by rotating his inner gear)
- fuel injectors not well closing
- motor oil vapor circuit to be cleaned,
actually putting too many oil in the air intake
(- bad sparks giving misfires but in that case you will have
reported some other evident problem like irregular running)
(- exaggerated motor oil consumption)

Post subject: engine tuning
Hi i just came across an alfa 33 1.5ie 3rd gen. The only prob it has is that it runs rich therefore it faild the vrt due to high exhaust emissions. Is this this a common problem for this type of engine and how can it be resolved as i am only used to work on engine running on carbs.
