On my flywheel there are 3 marks. (1988 1.7 8v sprint)

First one is a 'T' for TDC
Second is a single line 'I' for static or idle (8 degrees)
and the third is two lines 'II'. Is this for timing at 2000rpm or 4500rpm? (I think its the latter but not sure)

When using a strobe, should I do it at idle or at higher revs? (The manual said this engine should be timed at higher revs but I'm not sure what revs second timing mark is equivalent to) Is it really necessary to check the timing at higher revs rather than just at idle?
